Can a past life of my character impact the history of devotio?
Can Johannes Gutenburg become responsible for widespread literacy? Did warlords decimate entire populations of people? The less sarcastic answer is: yes. Their past lives can be as eventful or uneventful as you like. Most likely, they've been saving lives or damming them for longer than any human has been alive.
The world doesn't move on from the personality or deeds of the people caught in the web. Responsibility doesn't fall away. The past cannot be undone. Good or bad intentions don't matter. Remembering doesn't matter (or does it?).
Human experiences are transcient. History isn't.
Every human and monster is responsible for writing history, whether they want to or not.
Are there any sort of limits when it comes to character/plot creation?
Aside from your imagination, the current setting infrastructure, and common sense? No. Ask the staff if you have concerns.
Am i allowed to strictly use my character's contracted other as an npc, or do they have to be played by another person?
You can use an NPC.

Do monsters have knowledge of reincarnation/their contract?
No, but neither do champions. Salt witches are the only IC method of obtaining this information. They are often kidnapped and then tortured by monsters. Whether they are then eaten or discarded would be up to the individual. This is why Shara acts as a patron to many salt witches. The contract system has been around for so long that most monsters would have some idea that a human is chosen to kill them if they've been socialized by their families or peers to any extent. Or just interacting with humans.
Are monsters all living at the edges of human society or trying to blend in?
Depends on personal preference.
Do monsters and champions have to be the same age?
No, they don't. Villages often pray for their local monster's champion to appear for years before they are born.
